The Institute for Advanced Learning and ResearchThe Institute for Advanced Learning and Research (IALR) serves as a regional catalyst for economic transformation in Southern Virginia through a mission of applied research, advanced learning, workforce and economic development, and strong public relations.IALR strives to significantly impact the communities they serve. Through five divisions and the Institute Conference Center, IALR brings together people, talent, mindpower, infrastructure, technology, and resources to benefit organizations and individuals across region.IALR serves as an agent of growth by focusing on supporting and encouraging the Southern Virginia region's economic transformation. The Institute discovers breakthroughs, creates opportunity, grows innovation, powers progress, and hosts greatness. Each of the five divisions plays a critical role in preserving and delivering this mission daily.Position OverviewThe President will have overall responsibility in leading the Institute, including Research and Business Development, Economic Development, Advanced Learning and Workforce Development, Advanced Manufacturing, Conferencing, as well as Communications & Public Relations. The major responsibility of the President is to enable the Institute to continue to grow and fulfil its mission to serve as a major regional catalyst for economic transformation.Reporting to the Board of Trustees (BOT) for the Institute, the President will lead the process in the development and fulfilment of the Institute's strategy, goals and objectives, and policies for the Institute, while ensuring effective operational efforts. The President provides staff management and leadership, and actively participates in developing new partnerships, negotiating contracts, and nurturing ongoing relationships with the Virginia General Assembly, area colleges and universities, and other organizations at all levels (federal, state, and local).Essential Duties and Responsibilities:The President is responsible for ensuring a clear strategy and enabling the organization's level of productivity to deliver measurable, cost-effective results that make the Institute's vision and mission a reality. The President will execute the newly developed Strategic Plan.Additional responsibilities include the following:

  • Leads, mentors, develops, and retains a high-performing senior management Leadership Team.
  • Works with the Leadership Team to implement a five-year strategic vision for the Institute in partnership with the BOT, recommends timelines and resources needed to achieve the strategic goals, and implements new processes and approaches to achieve it.
  • Builds partnerships throughout the Commonwealth, establishing collaborative relationships with community and education leaders, state and federal level political constituents, and various funder organizations; ensures an external local, state-wide, and national presence.
  • Ensures ongoing local programmatic excellence, rigorous program evaluation, and consistent quality of finance and administration, communications, and systems.
  • Oversees reporting and monitoring of organizational performance metrics.
  • Leads the performance management process ensuring that the measures and evaluation process accomplish the established goals for the organization.
  • Manages the development of policies and procedures required for the improvement or modification of existing programs and the implementation of new programs.
  • Oversees the annual and bi-annual operating planning and budgeting process.
  • Determines future funding requirements based on new or modified program requirements.
  • Provides reports, data, and other relevant information to the BOT and its various committees to assist in their governance duties.
  • Communicates regularly with the General Assembly finance committees and staff.
  • Serve as the Institute's executive staff representative to the IALR Foundation, ensuring clear and consistent communication between both entities, and the coordination of the Foundation's work to the mission of IALR.Research & Business Development:
    • Ensures the research and business development direction is relevant and needed within the Institute's regional footprint.
    • Oversees research and contract R&D leading to product development and commercialization, together with technical services.Advanced Learning:
      • Ensures the Advanced Learning efforts create strategic partnerships with educational organizations and the business community to leverage resources to support capacity development.
      • Coordinates talent development initiatives to meet the needs of regional employers and concurrently aide positive regional economic transformation.Conferencing Services:
        • Ensures the Conferencing Services remains the premier place to gather in Southern Virginia and is used for events supporting the Research, Economic Development, Advanced Manufacturing, and Advanced Learning efforts of the Institute.Economic Development:
          • Ensures the economic development efforts include the execution of a comprehensive business strategy that will effectively market the Region's footprint to prospective businesses, entrepreneurs, and organizations and promote job growth within Southern Virginia.Advanced Manufacturing:
            • Ensures the Advanced Manufacturing Division meets and exceeds the optimization and workforce needs of the new and existing economy. This includes employing the latest technology and facilitating strong partnerships to generate a highly skilled workforce.
            • The President of IALR will oversee the Center for Manufacturing Advancement (CMA). This dedicated space offers the opportunity for a manufacturer to immediately occupy a complex to produce goods and train employees during its plant's construction. While in the CMA, the manufacturer is served by dedicated support labs and staff.Communications & Public Relations:
              • Ensures the marketing strategy and efforts are executed effectively and in the the best interest of the Institute.Professional Experience/QualificationsThe ideal candidate will possess the following experience and qualifications:
                • 10-15 years of proven senior leadership experience to include serving as an organizational spokesperson.
                • Solid organizational management, staff mentoring, and relationship building experience.
                • Broad experience with the full range of business functions and systems, including strategic development and planning; thorough understanding of financial budgeting, business analysis, business compliance, and marketing.
                • A track record of exceeding goals and a bottom-line orientation; consistent evidence of making good decisions through analysis, wisdom, experience, and judgment.
                • Proven record of business acumen, including successful budget management and the ability to balance the delivery of programs against the realities of a budget; problem solving, project management, and creative resourcefulness in real world situations.
                • Demonstrated experience managing the grant application process involving federal, state, and local agencies.
                • Excellent written and oral communication skills to ensure effective internal and external communications.
                • Experience working with Boards, senior executives, and multiple stakeholders.
                • Effective organizational skills and the ability to handle multiple projects.
                • Ethics, integrity, transparency, and accountability in all actions.
                • Exceptional interpersonal skills and the capacity for managing and leading people.
                • Proven team builder with experience in scaling up organizations.
                • Ability to engage a wide range of stakeholders, cultures, and a diverse workforce.
                • Capacity to enforce accountability.Preferred Experience
                  • Action-oriented, entrepreneurial, adaptable, and innovative approach to business planning.
                  • Strategic vision and agility - ability to think strategically - while anticipating future consequences and trends and ability to incorporate them into the organizational plan.
                  • Outstanding public relations, communication (verbal and written), and public speaking skills are essential; ability to convey IALR's vision and message to a range of audiences.Education
                    • Bachelor's degree required. Advanced degree in related field preferred. Essential Physical Requirements
                      • Willingness and ability to travel throughout the Commonwealth, including occasional independent travel.
                      • Must be able to traverse multiple IALR facility locations on a regular basis.
