and Developmental Services support individuals by promoting
recovery, self-determination, and wellness in all aspects of life.
DBHDS operates 12 facilities: 8 behavioral health facilities for
adults, a training center, a psychiatric facility for children and
adolescents, a medical center, and a center for behavioral
rehabilitation. State facilities provide highly structured,
intensive services for individuals with mental illness,
intellectual disability, or need substance use disorder services.

This position will work at Southern Virginia Mental Health
Institute, a 72-bed Joint Commission accredited State Mental Health
Facility, located in Danville, VA. This HR Generalist/Recruiter
position's primary role is to oversee a comprehensive recruitment
program that includes technical, professional, consultative, and
administrative assistance relating to the areas of recruitment,
employee orientation and employee onboarding for Southern Virginia
Mental Health Institute (SVMHI). Responsibilities include: A full
cycle recruiting program to include developing job announcements,
reviewing interview documents for compliance with established
selection policy and procedures, reviewing employment applications
to determine if applicants meet the qualifications of the position,
referring applicants for interviews, completing reference checks,
assisting with starting pay compensation/classification
determinations, attending job fairs, processing new-hire paperwork,
and maintaining accurate recruitment files in compliance with
SVMHI, DBHDS, Federal, and State policies. This position provides
primary backup coverage to the HR Generalist/Benefits Coordinator
to provide cross coverage across the Human Resources Department.
Minimum Qualifications Experience in full life-cycle recruitment
and employment practices, to include sourcing strategy and
strategic staffing for difficult to fill positions. Ability to
perform background checks including, but not limited to,
fingerprinting activities and oral alcohol/drug screens. Ability to
produce error-free and grammatically correct documentation. This
position also requires: Knowledge of EEO and state employment
procedures/guidelines. Ability to provide professional HR support,
guidance, consultation, and service in the recruitment, employment,
and starting compensation areas. Excellent organizational and
customer service skills with the ability to set and meet stringent
deadlines. Ability to work in conjunction with others to negotiate
starting salaries, ensuring adherence to established
guidelines/regulations and policies. Ability to communicate clearly
and concisely on matters such as job postings, screenings,
scheduling interviews, pre-employment process, hiring date,
starting salary and deadlines, conditions of employment using
succinct documentation. High level of organizational, technical,
analytical, and critical problem-solving skills. Working knowledge,
or the ability to achieve working knowledge, of HR systems specific
to the Commonwealth of Virginia such as Cardinal HCM, PageUp,
Workers' Compensation, and related HR programs to perform job
duties of the recruiter and to serve as the primary back up to the
Benefits Coordinator. Ability to exercise independent judgment to
plan and accomplish tasks in carrying out tasks within policy
guidelines. Additional Considerations Prior experience working for
the Commonwealth of Virginia in personnel management or other
related field. Prior experience working in a health care
environment in personnel management or other related field. Special
